And I said nothing about justification. But, the RAM is easy to figure out as that is where the variables are stored and manipulated. A "heavy city simulation game" is going to have a great many variables and lots of formulae.
The GPU usage is likely to get the picture to be very pretty. But you could argue against it. The RAM, no, it is required by the genre.

It was only broken on console. PC was never broken. The issues PC had were all minor and were mostly addressed very quickly.

As they've rearranged and completely changed lots of the controls and menus, I'll need to start a new campaign just to learn to play it.

PC launch play was mostly fine. Only Console launch, mostly caused by massive delusion about min. spec.s, was f'd up completely. The PC issues were also the easiest to fix and even when they could fix the Console issues, they had to convince the Console store's Owners that the relaunch wouldn't be a shit show. But then I play on PC and so expect similar to last time, once I buy it after it launches.

Usually it is the vast variance in magic items from one DM to the next that makes it very hard the rules set. Then of course the DM must work out what to do about the magic items they gave out. And of course the variance in skill and style of the players...
Min/Max players are crap at higher level. Role Players are great at any level. DMing at low level is fairly easy. DMing at high level is a bitch at best.
