Calling a game “stale” for not having an unending stream of spectacle creep is a wild opinion. Its a game, not a lifestyle. Not ending is why so many games are shit now. Because they dont stop when theyre good, they stop when its become too bad to play, and everyone leaves.
Enjoying a game so much you want more content was, and still is, filled just fine from dlc and sequels. The best part? They dont require permanently altering what you thought was good, so if theyre trash you still have the original.
But… Like… Did we ask for that? If you cant afford to keep developing a game after shipping it… Dont?
Just make the game, wrap it up finished, and let me buy it. It doesnt need to be a subscription, I dont need to play it for 6 years, you can move on with your life and design a different game.

Any game you really liked, you can buy to add to your library whenever. But you dont feel bad about trying a game you arent sure you would enjoy, and you can also just burn an hour playing a game you know you would hate, just for shits and giggles.

Game development is pretty infamous for being paid like shit, where management gets you to do it as a passion project or dream job. They likely did not make much more than you do, with almost guaranteed worse hours given how normal crunch time is in the gaming industry.
A lot of game developers abandon game design, even after making massively successful titles that are beloved for decades, because they literally cannot afford to keep the job.
If they (the boss) knew the job was temporary, then they (the workers) should have known that going in and had been given proper compensation to make up for the looming layoff with plenty of heads up time to prep for the next job hunt.
The formation of a union tells you that the boss did not share that tidbit with the worker. Thus the problem, as the money keeps rolling in for the fatcat for the next decade, the workers who actually did anything of value are starting from scratch at a new job after losing insurance, healthcare, rent and food money, any chance at a raise, etc etc etc.
How else should it work? Almost any other way, is how. With honesty and respect for the people who actually did anything of value, is how.
Yeah but dont you already have skyrim for that? What new stories is this giving you the option for that skyrim couldnt handle, except this one doesnt start with magic and does start with guns?
And did the world need to be bone dry in order to be moddable? I dont remember skyrim being devoid of interest at all.
