I think your “not even close” statement is hyperbolic. Disco Elysium has very positive reviews in most if not all review outlets and won Game of The Year award in 2019. You can personally think its not a good RPG but saying its nowhere close is very hyperbolic.

If it was only money they wanted they would not do this. The limitations they are imposing will cut revenue to their biggest Game companies. I mean, the laws are not in effect and there was already a big crash on Netease and Tencent stock prices.
The fact that he kept naming specific organizations where the money was being donated after he was made aware that the money was just sitting there is quite the red flag. This whole situation is very weird and I must say, I’m really curious to understand what is happening.
